The disStructureTime type exposes the following members.

	AbsoluteTime	Gets or sets the absolute or relative bit in timePastHour
	timeSeconds	Gets or sets time in seconds.
	timeUints	Gets the combined hour and timePastHour values (including absolute time flag).
